Cape Town warns homeless of legal action

The City of Cape Town warned the homeless it would be taking legal action against them should not pay fines handed to them for obstructing pavements and erecting shelters in non-designated areas.

The city has been highly criticised following the decision to fine the homeless for contravening the city’s by-laws. Mayoral Committee Member for Safety and Security, JP Smith, says they need to treat all residents of the city equally according to the law.

“We are treating homeless people the same as we treat all other citizens in South Africa. We issue thousands of fines every month to citizens in the city. Homeless people make up a tiny fraction of that number of fines, but they will have to abide by the by-laws as everybody else,” Smith said.

“Where there is a need to use violence, to stop violence; we will do it.” This was a comment made by the Economic Freedom Fighters leader Julius Malema in what he defined as ‘EFF morality’.

The most contentious argument amongst political scientists, academics and the general public has been whether the EFF is a party that promotes violence or it is itself a violent party. This argument emanates from how the party leaders and its supporters have been involved in violent altercations.

Newly elected chairperson of the Cooperative Governance and Traditional Affairs (Cogta) Committee Faith Muthambi believes she is fit for the role she now occupies. “I’ve gone through all the objections raised. I believe I’m a fit and proper person to serve in this portfolio committee,” she said.

Muthambi has been implicated in sharing confidential information with the controversial Gupta family and has been accused of political interference in the South African Broadcasting Corporation during her tenure as minister. Muthambi is among one of the ministers from the Zuma-era who have been elected to oversee committees.

She says she has passed all the objections raised against her and believes Parliament has made the best decision: “Otherwise I wouldn’t have been here. It doesn’t worry me a great deal”. Muthambi has rubbished claims that she’s part of a ploy to frustrate President Cyril Ramaphosa’s new dawn.
